Relocate sector is a topology weapon

Eric's framing after the six-player postmortem: on wrap boards one
sector shift breaks every curved warp at once — the card's payload is
the whole table's stale mental maps. The skill now says to hold it for
the moment an enemy plan leans on a wrap, and never to build a plan
whose only road is a warp while an opponent might hold it.
